This is so wierd. The simple answer is that, by the time Races of the Dragon came out, both the half-dragon and draconic templates had tried, and failed, to produce satisfactory dragon people. They were explicitly courting, at this point, people who cared about such things. I found this wizards. Both were widely considered nigh-unusable, or at least highly disadvantageous, for their gameplay properties.
